Water Conservation Rebates and Discounts
Many water utilities will pay for part of the cost of water monitoring and leak detection. NOWi gives your property minute-by-minute water data and real-time leak alerts, which is the kind of monitoring many of these programs look for. Below are rebates we know about, organized by state and utility.
New municipalities and regions are constantly adding new rebates. Even if you're not on the list, it's worth reaching out to your water provider.
Before you buy: 3 quick tips
- Get approval first. Many programs require an application or pre-inspection before you purchase or install anything.
- Keep your paperwork. Save itemized invoices, proof of payment, and install photos. Most programs ask for them.
- Funds are limited. Most rebates are first-come, first-served and can change at any time, so confirm current terms with the utility.

Arizona
AMWUA (Arizona Municipal Water Users Association) is a group of AZ municipalities that work together to provide sustainable water supplies to their communities.
Water Efficient Technology Rebate
City of Chandler
- What's covered: Water-efficient technology with real-time monitoring and alerts, including water usage and leak monitoring, permanent submeters, and remote-read cooling tower controllers
- Amount: Reimburses up to 50% of the cost of the technology
- Who qualifies: Chandler multifamily, HOA, and commercial/industrial properties with an active water account
- Key steps: Submit the WET Rebate Application, scope of work with cost estimates, and W-9 to conserve@chandleraz.gov before installing → pre-inspection → Notice to Proceed → finish within 90 days → final inspection → check issued
Water Management and Efficiency Technology Rebate
City of Scottsdale (Multifamily, HOA & Commercial)
- What's covered: Water and leak monitoring and detection hardware, submeters with real-time reads and alerts, remote-read cooling tower controllers, and similar technology (ongoing subscription fees not included)
- Amount: 50% of qualifying device cost (tax and shipping excluded) plus 25% of labor, up to $10,000 per rebate (Option 1, one per program year, up to two per property) or up to $20,000 (Option 2, one per property). Up to $20,000 total per property
- Who qualifies: Existing multifamily, HOA, and commercial properties served by Scottsdale Water (no new construction)
- Key steps: Apply July 8, 2026 – April 30, 2027 → pre-inspection → Notice to Proceed before starting → install and show real-time alerts → submit invoice, proof of payment, and W-9 → credit on your water bill
Cooling Tower Rebate
City of Tempe
- What's covered: Cooling tower upgrades
- Amount: 50% of the purchase price, capped at $30,000 per project
- Who qualifies: Tempe water customers with cooling towers (see the program's terms and conditions)
- Key steps: Review the terms and conditions and submit the rebate form. Questions: conservation@tempe.gov or 480-350-8351
Water-Efficient Cooling Tower Technology Rebate
City of Glendale
- What's covered: New water-efficient technology at existing cooling towers that provides real-time data and usage alerts, including cooling tower monitoring
- Amount: Up to $1,000
- Who qualifies: Glendale multifamily, HOA, commercial, and school properties in good standing (no new construction)
- Key steps: One application per fiscal year (July 1 – June 30). Technology and monitoring software start-up costs only (installation, subscriptions, tax, and shipping excluded)

California
Due to California's history with droughts, many areas have some sort of rebate for water-saving measures. Some examples:
Flowmeter Rebate
East Bay Municipal Utility District (EBMUD), which supplies most of Oakland
- What's covered: Flowmeters that measure total water use at least hourly, report to a web portal or app, and send automatic leak alerts
- Amount: 50% of the flowmeter cost, up to $200 (taxes, shipping, and installation excluded). One device per service address; multiple devices for large commercial sites considered case by case
- Who qualifies: All EBMUD customers
- Key steps: Device must be on EBMUD's Qualifying Flowmeters List (or email waterconservation@ebmud.com to request review) → apply online within 90 days of purchase with receipt and install photo → check mailed
Flow Monitor Devices (Pilot Program)
Metropolitan Water District, which supplies most of Southern California (SoCal Water$mart)
- What's covered: Flow monitoring devices that track home water use and help detect leaks
- Amount: $100 base incentive (may be higher in some areas)
- Who qualifies: Customers of participating Southern California water agencies. Not all devices qualify in all areas
- Key steps: Check “Estimate my Rebate” before purchasing → follow any local agency requirements. Pilot program with limited funding
Technical Assistance Program (TAP)
Los Angeles Department of Water and Power (LADWP)
- What's covered: Pre-approved equipment and projects that demonstrate water savings
- Amount: $7 per 1,000 gallons saved, up to $2,000,000 (not to exceed the installed cost)
- Who qualifies: Commercial, industrial, institutional, and multifamily customers in Los Angeles. Projects must save at least 50,000 gallons over two years
- Key steps: Get pre-approval → submit the TAP application by mail. Questions: WCTAP@ladwp.com or 1-800-544-4498
Submeter Rebate
Valley Water (San Jose / Santa Clara County)
- What's covered: New water submeters at multifamily properties (apartments, HOAs, condos, mobile home parks)
- Amount: $150 per installed submeter ($300 for City of Palo Alto Utilities customers)
- Who qualifies: Santa Clara County properties that have not yet installed submeters
- Key steps: Apply before installing → Notice to Proceed → use state-approved submeters certified by the county → install within 90 days → post-installation inspection. Funding runs through June 30, 2027 or until depleted
Colorado
Water Management & Efficiency Technology Rebate
Colorado Springs Utilities
- What's covered: Water and leak monitoring and detection hardware and associated technology, submeters, cooling tower conductivity controllers with remote monitoring, and other water-monitoring technology with alerts. Ongoing monitoring subscription fees, software costs, and installation are not covered
- Amount: 50% of the equipment cost and materials required for installation, up to $10,000 per project
- Who qualifies: Existing, master-metered commercial properties that are Colorado Springs Utilities commercial or industrial water customers (no new construction). Equipment must be new. Submeter projects are sized by scope, such as the number of units at the property
- Key steps: Submit the rebate screening request before purchasing → pre-installation inspection → notice to proceed → complete within 90 days → verification → bill credit or check. Questions: waterrebates@csu.org
Florida
Water Monitoring Rebate
Orlando Utilities Commission (OUC)
- What's covered: Water monitoring
- Amount: $100
- Who qualifies: Properties in OUC's water service territory
- Key steps: Apply through OUC's online portal within six months of purchase. Check OUC's rebates page for current water rebates
Tampa Bay Water Wise
Tampa Bay Water, its participating utilities, and the Southwest Florida Water Management District
- What's covered: Water-saving upgrades for homes, multifamily, and business properties
- Amount: Up to $40,000+ in rebates for multifamily and business properties
- Who qualifies: Customers of participating Tampa Bay area water utilities
- Key steps: Check the rebate list for your property type. Questions: 888-491-0033
Texas
Residential Flow Sensor Rebate
San Antonio Water System (SAWS)
- What's covered: Water flow sensors that record water use and identify potential leaks
- Amount: $150 (bill credit)
- Who qualifies: SAWS residential water customers in good standing. SAWS currently rebates only devices on its approved list
- Key steps: Apply within 60 days of purchase. SAWS verifies the device is activated, then credits your account
